If I told someone to steal something for
me and someone else heard me say it,
could I sue this person if they disclosed
this information to someone else and if
so under what law?

Sure, you could sue the alleged discloser, but if the disclosed information related to a proposed crime on your part, the "suee" would likely have a defense to your suit sufficient for your case to be dismissed by any court charged with adjudicating the matter.
