Can businesses refuse to honor gift cards if it has switched ownership?
I went to a spa and they told me that they would not take my gift card (that doesn't expire until next year by the way) because it was sold under the old ownership and they had switched to new owners last year. They're is no policy on the gift card or on their website about this.

Yes, if the new ownership did not assume responsibility for these gift cards as part of its
takeover of this business from the previous owner (my opinion).
