What are the laws in relations to selling cable boxes and cable descramblers?

Cable TV descramblers (unless provided by the cable company) are considered to be an instrument of theft if their purpose is to steal encoded signals without authority of the cable company. In Maryland and Virginia, theft of cable tv signals is punishable by a term of imprisonment or a fine, or both.
