I signed a contract with AT&T yesterday that I would now like to back out of. Even though it isn't stated on the terms and conditions - by Virginia State law allows me to back out within 3 days doesn't it?

No, only if the contract is covered by the Virginia Home Sales Solicitation Act, meaning that you were initally contacted regarding the purchase of such a contract while you were in your home.
