I want to write a book. Specifically, I want to publish a book of crossword puzzles for GRE study help. In order to know which vocab words the GRE exam tests, I will need to use KAPLAN and other company published books. Their books give you the top 200 most popular words and definitions that the exam will use. My question is, will I be plagerizing or violating their copyright if I use the Kaplan books?

The individual words themselves cannot be subject to copyright laws. However, the manner in which they're used in Kaplan's or other books as teaching or instructional materials could well be. Consequently, the best answer to your question is probably that it may very likely depend as to how exactly you use these various words in your production with their attendant defintions as provided by Kaplan or other GRE preparation study guides.
