I was wondering if images created by a state government are copyright protected. Or could you use them anyway you see fit.

Most images, photos, logos, etc. are indeed protected by law and you may not use them any way you see fit. You would use them at your peril. You might consider seeking permission, exploring the details of the fair use doctrine, whether you have some commercial motive, etc.
