at the dealership I bought my car from is giving out my personal information THAT IS IN MY FILE TO HIS GIRLFRIEND CAN I SUE?

Sure, one can always sue, but whether you actually have provable facts that
would support a credible claim for defamation, tortious invasion of privacy, or something similar and with a concomitant claim for significant damages, on these few paltry facts, I couldn't offer an opinion.
