Can an employer withhold pay if I do not want to sign up for Direct Deposit? Do I have to agree to direct deposit?

No, you certainly don't have to agree
to direct deposit, but then again in an employment at will jurisdiction such as the Commonwealth of Virginia, your employer is also not required to employ anyone who doesn't agree to this particular pay arrangement.
