false advertisement
I recently went to a store looking for a brand name that is advertised, when I went into the department. The designer name sign was there but another designer's merchandise was under it. Not one of the designers products was under the sign. I even asked the manager and she said we must be out of stock. Is this a lawsuit?

No, it is not a lawsuit, and, furthermore, the mercantile situation which you've described does not amount to false advertising. (If you had prodded the manger a little further, perhaps, she would've given you a raincheck for the item(s) that you were looking for.)
