Information broker vs Private Investigator

What's the difference between a "information broker" and a private investigator? I want to locate people for a fee which route do I need to take? They seem to both do the same in that capacity. What the stipulation in Va. for a information broker to be in business?

Info. broker/private investigator

Private investigators are required to be licensed in VA. If someone is doing workwithin the definition of a private investigator, a license is required. This "info. broker" term may just be an attempt toavoid the licensing requirement. My advice: use a licensed professional.
