Legal Question in Business Law in Virginia

The Lanham Act of 1946 prevents any local, state or government agency from altering a corporate trademark. In my town Charlottesville, VA the county has been forcing corporate businesses to change their trademarked signs either by color, style or size. I already know this is illegal and it's happened to a half dozen so far. I've talked to Toys R Us and they are very upset. What can be done?

Those who are adversely affected by this imposition should hire counsel to represent them in opposition to what this municipality is allegedly attempting to do in the situation described.
