is it legal to garnish wages when employee makes a mistake such as taking unauthorized checks or allowing a gas drive off?

What you/ve described would not be a garnishment but apparently the
employer simply making deductions from the employee's paycheck
for losses for which the employer believes that the employee is responsible.
As to the legality of these measures, they would appear to be
questionable if not outright illegal, but more information would
be required (in my opinion) to say for sure.
