Is it legal for a restaurant tell a customer who is of drinking age that they are not allowed to sit at the bar

Yes, as I believe I've previously indicated, a restaurant can bar you from any stool they please as long as such action doesn't violate any of the protected categories under federal or state anti-discrimination law which would not appear to be implicated in the situation described.
