Nude/Topless Maid Service

I am considering running a topless/nude maid service. This would be initially just me, possibly hiring employees if demand grows.

Is this type of business somehow illegal in Virginia or the city of Alexandria, VA? Does topless versus nude make a difference? All services would be performed in the homes or offices of clients, in the Washington DC Metro area. All clients would be over 18. I am over 18. NO sexual acts would be performed; I would simply clean houses while nude or topless, while a paying client watched.

I live in Alexandria, VA. I would be keeping all records and answering inquiries from my home in Alexandria.

Any advice?
