Legal Question in Business Law in Virginia

If you have personal property such as a car, and you and another party sign an agreement for the car to be left in their name, however you take over payments, and agree to pay for the car in full and claim title when it's paid for to that person, is this a LEGAL contract??....Also, If you have paid this person money, and then they refuse to give you possession upon receipt of last payment, can you sue them for all of your money back if you have receipts???...
