Whether they can work under your license is a question you should ask to the licensing authority. Even if I give you my legal opinion, if they don't agree (rightly or wrongly) you would have to fight with them anyway. So you should clear it with them first. It would be better of course to have someone licensed on their own.

In terms of insurance, this will be controlled by the insurance policy (contract). There is no general rule by Virginia law.

Insurance is a CONTRACT. So it will cover anything that you and the insurance company agree on.

If the insurance policy (contract) is written in such a way that it includes people working for your company as independent contractors, then it will cover it.

So you will want to both ask your insurance company and shop around to find an insurance company that is sensitive to the needs of small businesses like yours and fits the situation that many small businesses find themselves in.
