Legal Question in Business Law in Virginia

I've started a business and had decided to bring on a partner. We had signed a agreement and had it notarized that would make him an official partner by the end of this month however I have decided i do not want to be partners with him and would like to hold off on moving forward with doing anything with the company. He is now threatening me. However he is not invested in this company at all. Does he have any legal rights to my company? The company has not made any profits not does it have any secured business lined up
