Territorial Rights of a Reseller

I am a reseller of products for a co. in another state. I recently wanted to open a second location in another part of my state (VA), but was told that I needed to be outside of a 10 mile radius of another reseller. Before I opened my location, I asked about the territory limits and was told (nothing written) that it is standard for the distributor to give a reseller a five mile area, just out of courtesy.

Can a distributor make up rules for certain areas if nothing is in writing?

It's possible that certain commercial practices or usages can acquire the force of law even though nothing has been put in writing between competitors or commercial dealers. However, whether in fact such a possibility would(or could) apply to your particular situation would require substantially more relevant information than what you've provided here in your question. (A consultation with an attorney who is appropriately knowledgeable and experienced in business and commercial law matters in that particular area would likely be well worth the modest cost involved for his or her advice on the matter.)
