Legal Question in Civil Rights Law in Virginia

I was asked to fill out the �Vanderbilt Assessment Scale�Parent Informant # 6175� on my son.

I was told that it is Farifax County (VA) policy that I may not review the teachers assessment of my child. While I understand that to be objective, I should not even review my wife's assessment before filling out my own. But, now that it has been submitted I would like to see the teacher's assessment.

Question:

Is there a legal precedent: that any assessment of health and/or behavior documented on a minor, must be made available to the parents and/or legal guardians of said minor?

I believe that under Va. Code Sec. 20-124.7 that you could make a credible argument that information regarding the teacher's assessment of your child using this particular instrument is part of the child's academic and/or health records which you as a parent are entitled to see under this particular statute and therefore the school must turn over a copy of it to you.
