Aggregation of Provided Services

With the full knowledge of Fed. Courts having their own local rules is there a provision in Fed. Law and/or the FRCP that can make it possible that, through Common Law, a provision that is practiced in one Fed. District Court can be upheld and/or made available in another F.D.C. This is keeping in mind that Fed. Courts are essentially an administrative division of the Fed. territory and most include several states within its jurisdiction. The various services I need to properly conduct my case are all available but in different courts, such as mainly Pro Se e-filing (D. Col.).

No, I am not aware of any such provision and would rather doubt that there is one, (and, yes, I handle federal court cases from time to time).
