Legal Question in Civil Rights Law in Virginia

My apartment complex has started a "park in designated spot" program and issued permits. This commenced yesterday and I parked outside my apartment as usual, unfortunately I was one spot away from my "designated" spot and they towed me. I had not signed the addendum to approve this program and was under the assumption that as long as I had a permit displayed (which I had) I could park as usual.

Question: as I have not yet signed the addendum can I request a refund of the $150 charged?

Sure, you can always request a refund since as the old saw goes: "them that don't ask (quite often) don't get".

However, I also regret to report that it is highly unlikely (in my opinion)

that your failure to sign this addendum would make any difference in whether

the complex was obligated to give you a refund.
