My apt was almost broken into and I changed my locks; I called my landlady; but she never called me back as usual; then she tells me that I can not change locks and that she could evict me; I have no lease; can she legally do this?

Yes, if you have no lease (not even an oral one) which would give you the
flexibility to change the locks under the circumstances described, this
landlady could likely terminate your tenancy for whatever reason she wants after giving you 30 days advance notice.
