Legal Question in Civil Rights Law in Virginia

I was arrested in December 2008 for assault on a police officer. The sentence was reduced to misdemeanor assault and i was sentenced to twelve months. I was home July 2009. June of 2010, evidence arose that the officer, Jonathon Burns was in fact a four time convicted felon and NOT a sworn police officer. This was known to the Sheriff but was not disclosed at trial. Because this was not disclosed at trial, a motion to reopen the case was filed. The case was overturned and the charge was dismissed. I am seeking compensation for the time spent incarcerated. When I was in the jail, my home was foreclosed on, two credit cards, and a personal loan all went into collections. My good credit is now ruined. I have talked to several lawyers who know that I have a good case, but because they are local attorneys they are unwilling to sue the sheriff's dept. Will someone PLEASE help me. I cannot keep paying consultation fees to hear the same thing! I am broke as it is!
