my car was overheating and i had no heat inside, my mechanic replaced thermostat and water pump and told me car was fixed , it wasnt fixed , so i took car to chevy dealer-2004 impala - they said it was a blown head gasket and warped block -$2100.00 - is the other garage negligent for misdiagnosing problemand telling me car was fixed and should i take them to court to pay expensive bill

No, not for the blown head gasket and warped block, but you could sue the first shop for the cost of replacing the thermostat and the water pump if these were unnecessary repairs which you were required to pay for before uncovering the source of the real problem.
