Your husband should contact each of the services providers who is suing him in order to explain the situation and that these services were never authorized by him and in effect were stolen, but if the providers continue with their actions to sue him and obtain judgments, then he should consider retaining a lawyer to represent him(depending upon the amounts involved)or at the very least he should plan to appear at the scheduled court hearings to explain to the judge as to how he is not responsible for these debts.

And, if any judgments are obtained against him which he elects to pay, your husband could also sue your miscreant brother-in-law to recover these damages.
