Under what circumstances is a civil or criminal investigation warranted?

Depends upon the nature of the case and the relevant facts on which it is predicated. Civil claims differ vastly from criminal charges. The former may require various amounts and kinds of investigation, or, perhaps, in some cases virtually none at all while the latter almost always require at least some investigation and many, much more than that.
