Civil Commitment Hearing

What has to be done in order to get a court hearing transferred from one county to another due to an individual not getting a fair and unbiased hearing?

More information required to answer more definitively, but, generally, this kind of transfer is not going to happen in a matter involving a Va. Title 37 civil commitment hearing.
