Legal Question in Civil Rights Law in Virginia

My Daughter is pregnant and has been deemed by her doctor as a Very High Risk, and must see several specialist. She was laid off from work over 45 days ago. Her company to date has failed to provide Cobra information. She is getting unemployment. The doctors have informed her of the neccessity of certian tests for her and the baby due to her high ristk but are reluctant to do them due to the very high cost and her not having insurance. She has gone to medicaid but her doctors don't take it If the baby is endangered and die's or my daughter, can this company be held liable do to them refusing to provide Cobra information. Refusing to return calls and letters requesting information. We have contacted many other companies and are told they can't do anything without her going thru Cobra first first. Furthermore, they have not provided her with her last 15 days of salary. I believe that due to their negligance they are intentionally endangering the life of the mother and the baby. If something was to happen to either my daughter or the baby can they be held liable in a civil suit? Is their anything that we can do legally at this time to help our daughter or do I have to wait until something happens to my daughter or grandchild?
