(civil law) When you plea no content and your convicted of a felon can you plea no content in a civil issue and can it be used as the plea? No content when your doing a civil issue ?

You apparently mean "no contest" rather than "no content". And, no, the plea
of No Contest, a/k/a Nolo Contendere which may be utilized by defendants in criminal cases, has no place nor use in civil law cases.
And, furthermore, such a plea in a criminal matter amounts to a plea of guilty
and normally has no practical effect in securing a more lenient sentence for a defendant entering such a plea.
