Completion of Divorce
Why can a judge sit on a case for a year before making a ruling? The judge has had all documentation is his possession for a year and has not reviewed the case. Is this not a civil rights violation?

No, it's very likely not a civil rights violation, but much more information would be needed in order to determine what may be going on with this situation.
