When may a prisoner / incarcerated person be given a GAL or Court appointed counsel in a CIVIL matter?

there are usually no court appointd lawyers on civil matters... Depending on the lawsuit my office may be willing to take it on contingency, meaning that there would be no fee out of pocket associated with the case...
