Legal Question in Civil Rights Law in Virginia

My daughter went to a clay class in a community art center. Actually, she was the only child there. Just after we sit there, there were two persons took our pictures, mainly my daughter's without asking our permission. I asked them why they took pictures, they said they needed the pictures for a project. Then I told them that's enough. Actually, my daughter didn't feel comfortable when they took her pictures. After a while, still in the class, one of the person started to take my daughter's picture again. I told her:"That's enough", but she said,"never enough." I told her again:"That's enough to take my daughter's picture." and she replied again: "Never enough."

My questions are:

First, is it legal to take a child's picture in a community center without ask the permission?

Second, is it legal to against a child's parent's will and the child's will too to take the picture in a community center?

Third, do I have the right to ask those persons to delete the pictures?

Forth, does the director has the right to ask them to do so or have the right to check their cameras?

Assuming that the community center at issue is by definition a public place, and, therefore, the answers to your questions in the order they were posed must necessarily be: yes, yes, no, and no (in my opinion).
