denial of medical treatment

Can a jail be sued for denying an inmate medical treatment that resulted in taking out almost all his intestines and a feeding tube and colostomy inserted? He was sick for 4 days and they did not take him to the hospital resulting in this surgery. Is it hard to sue a jail for this?
