Legal Question in Civil Rights Law in Virginia
My family (husband, wife, minor child) live in a transitional housing unit run by a nonprofit in Virginia. The program is designed to help people with mental health issues become self sufficient. We pay a program fee (not rent) and Medicaid also pays for our housing as well as mental health services provided by the program. How can I find out if certain practices are legal, specifically if the program manager can lock us out of our unit for several hours of the day?

Check first regarding this practice with those above this program manager, i.e.,
his or her supervisor(s) before you start delving into and/or researching the legality of this particular issue (would be my recommendation).
