Can a convicted felon hunt with a muzzle loader?

Yes, if the felon first obtains a restoration of rights from the governor or Secretary of the Commonwealth(see website for process and forms), and then petitions for and receives from his local circuit court a permit as prescribed under Va. Code Sec. 18.2-308.2C.
