My friend was pulled over and was searched, and the officer found marijuana but did not charge him. Instead, my friend was charged with driving without a license. Can he still be charged at a later date for the marijuana since he was never charged, but it was confiscated?

Yes, if the misdemeanor charge is within one year of the incident.
