Legal Question in Civil Rights Law in Virginia

I live in a private home on a small residental street. My son has frequently has teen visitors. Neighbors repeatedly complained of parking and speed violations, even my son was on my roof. Parking violations are prevelant in this neighborhood, often the complaining neighbors. Police radar, parking enforcement have not cited any violations by my visitors. I had false police complaints to my home which were investigated by police and found ''no problem or violation.'' We have not been cited for any violation. There has been no damage to property, vandalism, or other criminal activity. Police say '' they are older retired people who don't like teens. Neighbors have cursed and insulted my visitors, harassed my family and visitors, damaged my reputation in the community.
I reduced my work hours to protect my visitors. I in a constant state of anxiety for my visitors, now obtaining medical treatment for anxiety, rapid heart beat and inability to sleep. These are several local high school and college students socializing in my home while a parent is present and should not be subjected to this harassment and intimidation.
Are there legal remedies to these actions?

Keep a diary. Take down names, dates, times, car numbers, caller ID info, badge numbers of you have not already done so. Call me if you want to explore the possibility of filing a civil rights lawsuit. 703-823-0853
