Does text messaging a person whos address you don't know 2 times re $375.00 they owe you equal harrassment? Can I text this woman each day until she makes good on her obligation? She has threatened to file charges. The messages are not threatening nor offensive.

I would say no, such texting as you've described would be unlikely to be found to be harassment, but instead of burrowing forward on this juvenile approach to justice, why not be direct(as Mr. Dell would say) and file your claim against this alleged loan defaulter in a Virginia Small Claims Court for a cost of around $40?
