Legal Question in Civil Rights Law in Virginia

I have a soon to be hubby that I have been dating for sometime - however he has been locked up since he was 17 - his mother is in a nursing home - she use to travel and visit with him allot however got sick and now has ended up in a nursing home - We have called the director of the nursing home and talked to her to see if she was well enough to travel and she is - I go to see her once a week and let them talk on the phone and she starts to cry and doesnt want to hand back the phone. So I know they both miss each other allot - I hired a nurse manager to ride that works at a local doctors office with me to be sure she was well the way there and back - however now its up to the sister who tells us she isnt well enough to travel - after the nursing home says she can.Does he have any rights or do I after we get married next month?

If your "soon to be hubby's" sister holds the requisite power of attorney or conservatorship over his mother's right to travel

from the nursing home, until that changes, the sister will decide.
