Terry is the 1968 U.S. Supreme Court decision that says the cops can stop and frisk someone on the street, without either a warrant or probable cause to arrest, provided they have "reasonable suspicion" that the suspect is committing a crime, or about to commit one, or is armed and dangerous. Stop-and-frisks like this are called "Terry stops" because of this case.
