Is it legal for an employer in va to keep your whole paycheck if they say you owe them money

No, but if you don't challenge this action by filing
a complaint with the Virginia Dept. of Labor & Industry's
labor/employment division or by filing suit in the
appropriate general district court (small claims) naming this employer as a defendant, you very likely won't be seeing this paycheck (or any part of it) any
time soon.
