Legal Question in Civil Rights Law in Virginia

Money stolen off my debit card.

Recently some money has been taken off of my debit card and i sent in a resquest for reinbursement because it was stolen. So they ran a somewhat investigation and sent me a letter back stating that they were sorry but they couldnt reinburse me back the money. So what should i do as far getting my stolen money back from them?

Stolen money, by whom and for what? It would appear that what you've characterized as "stolen" may in fact involve something else entirely, and until that something else is sufficiently clarified with adequate background information, no substantive answer can likely be offered in response to your question.
