He owes us 11500
We have a contract, signed by both parties and a witness when this guy purchased our vehicle. It statest the title is transfered at time of purchase, he is to pay us $270/mo until he gets the loan amt of 11500 tx to his name. It has been over a year and we have not gotten one payment. It was sold in CA now he lives in IL and we live in VA. In what state do we need to get a lawyer and take him to court? We have continued to make monthly payments on this vehicle that is in his possesion, because the loan is in our name.

You'll need to locate this rapscallion in the great state of Illinois and then properly serve him with court papers at that address and then bring him before the bar of justice in that state to have any chance of collecting on your defaulted loan.
