Legal Question in Civil Rights Law in Virginia
Parental premission for clubs
May a high school require that students have their parents or guardians sign a permission form to allow the students to participate in any after school non-curricular club? High school students here have just formed a Gay-Straight Alliance; a member of the school board now wants all students to have a signed permission form in order to belong to any after-school club. This will prevent those gay, questioning, and gay-allied students who might most need a GSA from participating. There was no such policy before the GSA was established. The school board will discuss this at a public meeting next week.

Re: Parental premission for clubs
You should write to the American Civil Liberties Union (aclu.org) and I am certain they will assist you. Students have the right of free association under the FIrst Amendment; if you lived anywhere near me I would be pleased to take your case to federal court. But ACLU has handled many cases of this nature.
