reinstating rights
Is there any way to get my rights restored earlier than 10 years after being convicted of a felony charge?

See www.soc.state.va.us/JudicialSystem/ Clemency/RORLongApp-2006 pdf. for the application to be submitted to restore rights in the Commonwealth. The required wait appears to be three(3) years rather than the ten(10) which you mentioned.
