Legal Question in Civil Rights Law in Virginia

My truck was towed and is at a garage in Fredericksburg Virginia . They ran my fee's up to 735.00 in 2 weeks . The truck was originaly towed for not paying personal property taxes, but later drop by the city of Fredericksburg . Still the towing company , which was hired by Fredericksburg City Treasure whants to be paid . The truck is unsecured in their lot . Can I get it and pay them later or not at all . Would it be civil or Criminal

If you remove that truck from the towing company's storage lot without their permission, you could find yourself spending some time in the city's slammer charged with one or more crimes.
