What steps should I take for justice? Witness left note on car with liscense plate #;Insurance claim filed-$1000 damage;Police have been notified but no report as of yet;Car parked in a parking garage for 5 days that have no camera.

Well, if your car was damaged, get the apparent perpetrator's address/phone number based upon the information provided by the witness and call him or her up (or write).
