Warrant in debt Medical bills
law firm has issued a warrant in debt to my address in the US for my dad who lives in India - am I obligated to appear in place of my dad

No, you most certainly are not.(Just send it back to the court with a note as to your father's whereabouts and that he was never served with the papers.)
