Are non-profit organizations legally allowed to post their bylaws and their minutes from meetings, although all of that information is accesible to the public if requested?

Generally, yes. There is no restriction on the posting of publicly-available information.The only issue would be if the minutes of the meeting contained confidential information that would violate personal privacy laws, then there may be a private cause of action for that disclosure.
