Conflict of Interest

In the City of Manassas Park the City Council and the elected Treasurer are publicly supporting a change in the City charter to remove the Treasurer as an elected office to a City Financial Director. This includes the Treasurer using the City tax supported web site to advocate this change and the City Council supporting the City Manager and other empoloyees, who are citizens, in circulating the required petitions on City time.

Is this a conflict of interest?

Could be, but I would doubt that if such exists that it would likely rise to a level that could possibly implicate the Constitution of the United States.
